Governor and other high ranking state officials were not subject to personal liability under § 1983 for allegedly wrongful removal of attorney from list maintained by state board of prison terms (BPT) from which attorneys were appointed to represent parolees in parole revocation proceedings, despite attorney's contentions that "the buck stops here," and "the fish rots from the head down," absent factual allegations showing officials' personal involvement in decision.
