The statute authorizing Orleans Levee Board to pay debt of another levee district and relieving the Orleans Levee Board of any further obligation to the other district and to property owners in other district was not a "local law" within requirement that notice must be given before passage of local law, in view of fact that economic and financial welfare of majority of citizens of state would be greatly jeopardized if city of New Orleans were damaged by floods.
