Although defendant did not have foreign accent, his close involvement in helping women get on the bus at Buffalo, only two miles from nearest bridge from Canada, combined with his silence when they said they were born in "Boofalo" in response to query from border patrol agents was sufficient to raise reasonable suspicion that he was participant in violating law, and warranted agent's asking defendant to step into baggage room and to ask for identification.
