Pat-down search by non-police school personnel of outer clothing of students at intermediate school as they arrived on Halloween morning, which was performed to prevent recurrence of egg-throwing melees that had occurred on previous three Halloweens, was least intrusive, most practical means of locating concealed eggs and was reasonable balance between competing interest of school and students, and thus did not violate Fourth Amendment's prohibition on unreasonable searches. Matter of Haseen N., 674 N.Y.S.2d 700 (1998)
